- Guidelines: One or more fellowships may be awarded at the discretion of the Paul Whitfield Horn Fellowship Committee. The fellowship shall be awarded only to a woman accepted for graduate study and working toward a degree at Texas Tech University. The following factors will be considered in making the award: Professional achievements and potential for outstanding professional accomplishment. Academic ability, both demonstrated and potential. Character. Financial need. Likelihood of completing the degree in a timely fashion. Preferences will be given to the applicant who has attained the highest level; whenever possible, the fellowship will be given to a woman who previously has earned a Master’s degree and who is working toward a Doctor’s degree.
