- Be admitted to MSU as an entering freshman or transfer student with less than 24 total semester hours AND meet ALL of the following requirements: 1. Be a legal resident of Kentucky; and 2. Have an ethnic background of African American, Hispanic, American Indian or Alaskan native, Asian, or Pacific Islander; and 3. Have a minimum ACT composite score of 18 or higher. - AND – Submit a completed application packet, including application form, transcript and test scores, by the March 15 priority deadline. $1,000.
