The Sam Carter Fellowship Fund is designed to honor and assist students in the Master's of Public Administration Program at the University of South Carolina. The Fund was established to commemorate Samuel H. Carter, an outstanding public servant in South Carolina state government and an honored alumnus of the MPA program. The Fellowship Fund is used for two purposes. The first is to provide a yearly cash award to the outstanding student graduating from the Masters program in Public Administration during the prior academic year. The recipients of this award are chosen by the MPA faculty based upon their academic accomplishments and personal integrity. The second purpose of the Sam Carter Fund is to provide Fellowships to in-service students in the MPA program (i.e., students who are working and going to school at the same time). This is a segment of our student body that has received little assistance. Inservice students typically don't qualify for financial assistance from the University because they are not full-time students. However, they can't give up their salaries to attend school. In addition, they often have children in school who have a higher priority when it comes to allocating the family's financial resources. The Sam Carter Fellowship Award is designed to honor and assist deserving in-service MPA students.
