- Available to Texas residents with financial need who completed the Recommended or Distinguished Achievement High School Program and graduated from high school after December 1998, and who enroll in a Texas college or university as a freshman within 15 months of high school graduation or a Texas resident who earned an Associate's Degree in May 2001 or later and who enroll in a Texas college or university to pursue a higher degree or certificate within 12 months of receiving the Associate's Degree.
