This scholarship is for graduating high school seniors and non-traditional students from the following counties: Cedar, Clinton, Scott, and Muscatine in Iowa; and Rock Island, Mercer, Henry, or Whiteside in Illinois. If applicants do not reside in the counties specified, they must be lineal descendants or dependents of former employees (worldwide) of Don E. Williams Company. To qualify for this scholarship, applicants must show evidence of leadership, character, and academic achievement. Applicants must demonstrate a reasonable financial need, and they need to appear to achieve their educational goals. Applicants must not yet have a bachelor's degree, and they must have well-rounded interests with concern for others. Applicants' education should be conducive toward enabling them to achieve gainful employment in their chosen career.
