This grant is for Texas residents who are non-residents or foreign students. To qualify, applicants must demonstrate financial need and register for the Selective Service or be exempt from this requirement. Public colleges or universities in Texas make awards from their own resources. Only in-state (Texas) colleges or universities may participate in the program. Only public colleges or universities participate in the program (no private, non-profit, or career colleges or universities).
