Tuition is lower at Penn State's branch campuses than it is for the main campus at University Park. Also, many of the GPA requirements to declare a major at a branch campus are lower than at UP. Ignore advertisements that claim that it is cheaper to live off campus. That is true if you commute from home, but if you have to live at University Gate Apartments or Hudson Lofts, it will be more expensive for you.

Tuition is rising, but I still think Behrend is a good school for the cost. If you get in good with professors, they're willing to bend over backwards to give you contacts for paid internships, jobs, etc. A lot of professors will even attempt to set you up with paid internships under them.

Overall, it is a little costly and you don't receive much financial aid. If they lowered the price by $2,000-$5,000 I feel it would be more realistic. The school does offer a lot for students, and the faculty is very interactive, but $20,000/year is still a large amount for out-of-state students.
