In-State Tuition In-state tuition is the tuition charged by institutions to those students who meet the state's or institution's residency requirements. The school is affordable. East Stroudsburg University of Pennsylvania is under a state system which means the state funds most of the school so that students do not have to go out of pocket as much as a student who goes to a private owned college.
