This scholarship is for North Carolina high school seniors and community college students who are transferring to a four-year institution. To qualify for this scholarship, applicants must be from a rural county that is economically distressed and/or tobacco dependent (see list of qualifying counties below). They must also demonstrate financial need and academic merit, be North Carolina residents for tuition purposes, and be enrolling in a participating North Carolina college/university for the first time. Students who have already earned bachelor's degrees are not eligible for this scholarship.
