This contest is for Pennsylvania high school students in grades 9 through 12, who are citizens or lawful permanent residents of the United States. Applicants must be college-bound. The contest consists of two parts: (A) An eight- to ten-minute, memorized oration will be given on some phase of the United States Constitution; and (B) A three- to five-minute oration on one of the four “assigned topics” assigned by National Headquarters. The winner of the Pennsylvania Oratorical contest will move onto the National American Legion Oratorical program.
