This scholarship is for men who are high school seniors and who will be under the age of 19 as of March 1, 2015. To qualify, applicants must be fatherless; i.e., whose biological or adoptive father is actually dead or has been declared missing, pernanently absent, dysfunctional, or not functioning as a father by a competent authority. Applicants must demonstrate financial need and be bona fide residents of Bucks, Chester, Delaware, Montgomery, or Philadelphia County, Pennsylvania. Preference will be given to those desirous of obtaining a naval education and training. Early submissions are encouraged.
